    As you can clearly see, the Wikimapia rules do mentioned exceptions to those you've listed out: Exceptions: Movable or historical objects and places that are very well-known, famous or very interesting and do not clutter the map or visually conflict with other places that may be added. This particular tag about a proposed Hindu temple is of major newsworthiness in our country right now as it has sparked controversies, street demonstrations, and racial tensions. Furthermore, this tag is located on a vacant spot where it will not visually conflict with other places at all. Hence, I feel this deserved to be given exceptions.

    Sorry, but tagging a PROPOSED place is not allowable by the Wikimapia rules: http://www.wikimapia.org/wiki/Main_Page Examples of what should not be on the map: • Non-existent places, even if they were there in the past. • Planned buildings or roads, which have not been constructed yet. • Movable objects or vehicles: Buses, cars, ferries, airplanes, ships etc. • A non-existing place where any event happened.
